You might check for a corrupted theme. I remember reports of that back in
the day (when Windows 7 released and subsequently SP1).

First, thanks to all for replies over last several weeks.

 

Hope this is my last question from XP to Windows 7 migrations.

 

Windows 7 wallpaper defaulting to black for all users - this is a real
problem for kiosk PCs.

GPO to configure wallpaper does not resolve.

 

Windows 7 Enterprise SP1 

 

Hope someone has resolved this before.
