We deployed here via GPO and has that issue when the computers were not in the 
right OU. You may want to check to see where you have the GPO linked.

You might check for a corrupted theme. I remember reports of that back in the 
day (when Windows 7 released and subsequently SP1).

First, thanks to all for replies over last several weeks.

Hope this is my last question from XP to Windows 7 migrations.

Windows 7 wallpaper defaulting to black for all users - this is a real problem 
for kiosk PCs.
GPO to configure wallpaper does not resolve.

Windows 7 Enterprise SP1

Hope someone has resolved this before.
