Take this with a grain of salt...

but you can delete .PCK files as needed, as CM/SMS will re-create them as
needed.

if you have a static package that's already out on DPs and has not or does
need to change ...

then you can probably delete those.

I would say, any PCK that corresponds to a package ID to something that
does not change and has not changed for the last... year? 18 months? can
probably be deleted.

it's not great practice; the best practice to ensure sufficient space is
available.

you (probably/most likely) won't break anything by deleting the PCK files,
but if one of the packages "comes back", you'll lose the re-claimed space
and the server will incur additional disk overhead/churn/whatever while it
re-creates the PCK file.
