I always have the HAPI folder in the package as well.

In my package, I have cctk.exe, mxxml.dll, and a HAPI folder with 30 files in 
it.

I can't find it in the documentation right now, but I recall reading that when 
you use cctk.exe on a system that does not have HAPI installed, it will install 
HAPI, do whatever you asked it to do, then uninstall HAPI.

I think you are having problems because you need to include the HAPI files in 
your package.
