Also check the COLLEVAL.log on the site server, see what it says about that 
collection.  I have seen issues where a collection gets is a weird state, 
thinks that it already has an evaluation scheduled, but never completes one.  I 
recycle SMSEXEC on the site server, and it starts working again.  Does not 
happen often enough for me to warrant troubleshooting further, else I would dig 
into it more.

I would check what collections you are limiting that collection to.  I have put 
clients into collections that aren't part of the limiting collection. It will 
allow you to add them, but won't ever show up and won't get anything pushed to 
that collection.
