Well, they could do that, although I disagree with the premise that Windows 10 is going to change OS this drastically for business deployments. Doing that would however cost quite a bit of resources, which are better spent on extending mobile device management functionality.
So, I still belief it won’t happen anytime soon. Not because they’re not capable of doing that, just because they don’t have a compelling need to.
