Jason: the AV is not getting in the way since this is a new SCCM client install and SCEP will install after client installation. Installed clients are communicating correctly and I have not removed the MP and re-adding it. That is something I have thought about but the MP seems to be functioning properly and I don't want to add other issues into this client issue. Am I wrong here?

The pre-reqs are setup correctly, this was working not so long ago. Can't say I've ever seen this in ConfigMgr. Is your MP healthy? Have you validated this by checking the site system status in the console and the log files? If so, review the IIS logs to maybe get some more info. Also, double-check to make sure all of the MP pre-reqs are still in place.
