If you mean the Application Catalog Web Service and Web Portal then most of my 
customers use it at some point. It takes very little time to set up and even if 
you don't use user-targeted, self-service style deployments it can be very 
useful for application testing.

If you mean Application model, as opposed to Packages and Programs then all of 
my customers and all of my colleagues' customers have implemented Applications 
over Packages/Programs.

I would say, very widely used. And it is a very good point of entry into the 
self-service world.

Just wondering if anyone has implemented the Application Catalog?

We haven't started creating Applications yet (still packages only) but that is 
a future requirement.

Just looking to see if this is being widely used.
