No, that's not correct. Secondary Sites, Distribution Points, and Branch Distribution Points do not require any separate licensing beyond the OS license itself (server or workstation). The only SCCM *server* licenses required are for the Primary Site, and all SCCM servers attached to that Primary fall under its licensing.
