the suggestion was from Krishna Mohin Inturi:

"Run this command from your SQL DB

select * from CM_UpdatePackages

if the update showing with Dual GUIDs , Please delete one which was stuck and 
it will automatically start downloading fresh one

How to delete ?

DELETE FROM SCCM_Database_Name.dbo.CM_UpdatePackages
WHERE PackageGuid='XXXXX-XXXX-XXXX-XXXX-XXXX'                   "

I didn't have any "dual GUIDs" (not sure what he meant by that).

But I did this:

sql mgmt. studio, select * from cm_updatepackages.

There were 4 things which seemed to be for 1702 version; and the most recent 
one (by datereleased of 4/6/2017) was PackageGUID 
E0DF5BB8-B4C8-4553-9B55-133E36536A35  .

I stopped the services for sms exec and sms component manager

ran the DELETE FROM SCCM_Database_Name.dbo.CM_UpdatePackages WHERE 
PackageGuid='XXXXX-XXXX-XXXX-XXXX-XXXX' using that package guid, like Krishna 
said, and then restarted services.

It didn't seem like it helped... so I shrugged my shoulders and was busy with 
regular work meetings, etc for the next 4 hours.

... and then I went back to the lab.  and it was done downloading.  I think 
about 90 minutes or so, looking at dmpdownloader.log.  Services restarted at 
9:23; and at 9:40 the log went quiet.  But at 10:23 until about 11am it started 
downloading content.  and now the console says 1702 is "available" for me.

So... keeping in mind what I did was because it was my virtual lab (I could 
revert) and I just didn't care if I screwed it up completely... feel free to 
try what I did; just make sure to wait the 2+ hours (which I did accidentally, 
not on purpose)

Yes, I did not get that error, but my 1610 test lab server downloaded the 1702 
update without issues, however, my 1610 production server has been stuck trying 
to download the 1702 update, I have restarted the smsexec service 3 times 
today, and it is still stuck in a downloading state ☹

Having an issue where this update is not completing the download and thus cant 
install.   I’m more concerned with this service hanging and not completing than 
the hotfix itself.    Anyone else experience a similar issue like this with 
their server?
