I won't assert that this is definitive absent throwing a sniffer on the 
wire, but, per the documentation and behavior I've seen, MS clients do not 
issue a DHCP Release on shutdown by default.

It should happen automatically if you're using DHCP.

I don't believe there is a registry setting for this.
