Views.dat is used by outlook for roaming users. IFRC it is used for your views in Outlook and Outlook Express. I am not sure why you want to delete it, or if it would be a good idea to do so.
To delete it I would remove Outlook from your start up group and then logoff and logon again and try to delete it then.
