But they could re-name the cmd.exe before they e-mail it. We could go on....

I still think the kick-up-the-arse  (sorry! PC usage policy) is the way
forward.

Remember there are back doors for this still. They can launch a command
prompt from windows explorer, or even better, they can email each other the
cmd.exe file and run it from an email. If you can filter that attachment and
lock down the windows explorer, you are golden.
