The game music has already been ripped by Martos, it's part of his SCC
music collection.
Even if the music is rearranged, it would probably be much easier for the
musicians if they can see the notes and effects of the original music.

I was replying to someone who said "I can't get an SCC+ to listen to the
original music".
I'd like re-arranged music as well. Just listen to the audio CDs of
Snatcher and you'll know that it's possible to improve upon the original
SCC+ music using better sound equipment.

Then the Explorer option is better, because it grabs PSX VRAM instead of
digitizing and thus will produce less errors.
One of the advantages of ripping from CD is that you'd get all frames of an
animation.

I don't have the PSX Snatcher myself. I'm stating the worst case.
I have to say that reprogramming Snatcher might be a lot more difficult
than hacking the original. Snatcher is based on some kind of script, which
tells the game "print this text, display this picture etc". One could
re-create that script by playing a lot and trying everything, but that
would take a lot of time and errors could be made. Ripping the original
script from the game would be better. But if you can do that, you can also
replace the script with an English version and the translation is complete.
