My engine will take profit of the VDP you have. If you have a v9958, it will
use the v9958's scrolling mode. If you have a Gfx9000, it will use its
scrolling mode and its second layer (if supported by the developer) and use
the sprites for the characters instead of bitmaps.

I think I will create a non-smooth scrolling v9938 engine. It looks nice,
but it seems I set my stakes just a little too high. I am running into
several severe problems I can't find a solution for (mainly not concerning
timing, btw. I've got quite some time left if I disable the border
cloaking). I will try to keep the v9938 smooth scrolling but I can't promise
anything.
