Every MSX, even MSX-1 is capable of RGB output. The circuit diagram for that
was published many years ago by the dutch CUC journaal magazine, i built one
myself. 
Just wait a day or two, and the diagram will appear on my webpage (which
will be closed tonight and maybe back later this weekfor a major upgrade.

NTSC or PAL color have only meaning for the composite output and the rf
output, the standards describe the way the color signal is encoded.   

For the RGB output the only difference will be the sync signal vertical
frequency 60 (NTSC) or 50 Hz (PAL) and the number of lines on the screen
(525 for NTSC, 625 for PAL). So it depends on the capabilities of a RGB
monitor if it will show a stable image. Most RGB  monitors do work fine.
Snd what i have seen most 'modern' televison sets, even the small ones, with
SCART input do function fine as RGB monitor.

MSX users are not the only ones plaqued by the NTSC/PAL problem. You may
have heard of playing US games on European Playstations requiring a special
cable. In fact this is nothing special, it does not only carries the
composite signal but also the RGB+sync signals.
