No, I believe.  A MSYS2 installer installs core environment[1].  It's
not the Arch Linux's pacstrap which installs the ``base'' package by
default.  :-)  This is just an environment installed on top of an OS,
not a separated system.  It shouldn't contain editor package(s).
Otherwise, it could provide other packages too (clang, man-db, etc.).
But, fortunately, MSYS2's base is just some core tools.

Use the pacman to install vim and/or ed.
