Funnily, I've been asking myself the same question for a package I maintain, and I decided to go ahead and drop support for Emacs 23. In my case, though, the decision was a bit easier, because I'm working on a rather big rewrite that will make crucial use of some stuff that's only in Emacs 24. However, I plan to create a branch in my git repo called pasture or something, where I keep the current version of the code that still supports Emacs 23, in case anyone wants to use it.
