Ainzane ... OK. Then the best plan is to use GSC-IS-compliant cards (http://smartcard.nist.gov/gscis.html) and a PKCS #11 package that supports access to these cards.
GSC-IS cards include a file called a Card Capabilities Container (CCC) that essentially tells host software how to convert standard smart card commands to the proprietary commands that the card implements. The PKCS #11 package places generic calls on the API defined in the GSC-IS document and the GSC-IS package converts the calls to card-specific commands using the CCC information which it sends to the card. All of this middleware goo is needed simply because card manufacturers can't bring themselves to implement the well-defined, international standards to which they happy to claim compliance. But at least it works and does what you want which is a tribute to the folks at NIST. IMHO, as always.
