Yes and I have one french copy of the ISO7816-3 et ISO7816-4 but in order that people may understand the thread I have given this link.
It seems to me that the french version have also some bad translation. For instance "may" is sometime translate by a "must" in the french version.

Oops. I wanted say "shall" by "must".

2. ISO/IEC 7816 is undergoing a major rewrite (FDIS ballot under way at the
moment, I think - see www.sc17.com and click on Outstanding Ballots), and it
is known that some technical changes have been made. 7816-4 and several
other parts have in effect been merged into the draft new 7816-4. But SC17
has not seen fit to issue any list of the technical changes, which may well
cause difficulties with implementations in the near future.

Interesting link. I have download and print it and I will read this document as soon as possible. But this is a new draft of 7816-3 [1] and not 7816-4.

I have quickly read the part relating to T=0 (p19,20) and to the mapping of APDU Short Case on T=0 (p34,35,36,37) [1]. It seems that there is no changes except for the handling of SW = 62xx and SW = 63xx
Thus the discussion is still open.

This specification seems more difficult to understand that the previous. :-(
