My experience is that the PDF compare tools are very unreliable through
no fault of their own. A lot of things can change in PDF output which do
not represent changes in the content (think about inter-word/letter
spacing and ligatures in some documents or the way headers/footers and
page numbers may be represented). It is very hard for a tool at that
level to know what changes are semantic and significant.

Agreed. They should be able to produce that from in Word before it gets
turned into a PDF. Even better would be a diff-able format such as the
way ANSI/ISO does things, but that is also a *major* change to
ask/process. ODF might be a more surmountable hurdle.
