My two cents:

In two years of work with javacards I never saw this status word. Invalid cap files tend to produce 6A80s with the cards I have around. My guess is that this is a custom SW for this very card emulator (jcwde?) rather than a standard one.

Some javacards also reply some strange SWs (like 6601 etc) when they encounter runtime exceptions. The only spec I found for this is the card datasheet :-)

The Status Word 0x6404 as proposed is already used by JavaCard in [1]:
0x6404 Invalid CAP file major number.

Maybe that is just because 0x64xx is not defined by ISO 7816-4 so many
"standard" use values from this range.
I don't think that will be a problem, unless you try to install CAP
file using a VERIFY command and a pin pad reader.
