You should try testing other readers. I have four that work with OpenSC:
Gemalto PinPad v2 (has limitations) Gemalto Ezio Shield pinpad, OmniKey
3821 (3621 works as well), SCM SPR532.

They are not CCID (I have seen an APG8201 which actually is more like
CCID but does not fully work wither).

ACS thinks that having a CCID compatible descriptor forbids the use of
their own drivers on windows, so they speak a protocol that is (more or
less, I believe) CCID but their USB descriptors are NOT CCID. Which
means they are not compatible with the class driver.

Thus their readers (especially the pinpad ones) *require* the use of
vendor drivers and can not work with the driver bundled with operating
systems.
