James, I can not reproduce the problem. If I add "DueDateTime on or before Today" to Advanced Filter for Active Actions view I can see all the tasks which are due on or before today even if they do not have start date.
Please send example of the data file with the issue on my email. Please describe what you see and what you expected to see in this file. Andrey.
