When you manually move something to the bottom of your list you are in
theory making that item less important than the items above it. When
you alternately close an item you aren’t changing its priority you are
simply stating that you just worked on it.

As for your order issue try this example:

You have a list of ten items ranked 1 through 10. Each item has the
exact value of importance as its initial rank. So all 1 items are
most important, 2 items are second most important, etc.

Now you have “cycled” through your list and are on your second path.
You only have four tasks left. Here is where you stand:

Item 10 - is at the top of your list since you have not worked on it
yet.
Item 2 - is next and you have worked on it once and it has worked
itself back up the list.
Item 4 - is next and you worked on it one time, just like Item 2.
Item 1 – is at the bottom of the list, you have already worked on it
twice.

So now you want to automatically add a new item ranked as a three.
Where does it go?

Does it go above the 10 since it is a higher ranked item than 10?
Since you are ignoring Item 10 should it be placed in between items 2
and 4?
Or should it go below any item ranked higher than 3 which would put it
after 1?

You ask this question to the class and I think you will get all three
answers.
