So, it seems I've solved the problem in some manner. I've installed
MLOPPC to main memory and edit two registry keys HKCR\CLSID\{90A1998A-
EB21-4F61-872F-F4DFDE1065D6}\InprocServer32\Default and HKCR\CLSID\
{F49C559D-E9E5-467C-8C18-3326AAE4EBCC}\InprocServer32\Default. This
keys pointed to wrong location of SQL CE dlls after deinstalling
