In the ToDo filter you most likely have "Include closed" checkbox checked.
If you uncheck it, the view will probably work the way you want.

Also, if any context assigned to the task is NOT closed at the current time,
you will see that task.  All contexts assigned have to be closed to NOT view
the task...
