I use WiFi sync and, yes, you have to re-enter the WiFi address in the sync
settings of the mobile copy of MLO, each time you connect to a new network
(or if your home network reassigns IP address to your PC at some point).

It would be great if Microsoft created a Bonjour-style service for
assigning a fixed name to a device on a network, so it can be discovered
automatically. Until then, I think we're stuck with having to re-enter the
Sync settings on a regular basis.
