Thank you for the reply and bug post on my behalf.  I would like to say 
that I may have been a little unintentionally misleading.  I have cloud 
sync set up on both the Nexus 4 & 7; other than to initially set up the 
recurring setting on the tasks, I do not use a desktop version.  It could 
be that one device had the bug but then synced.  That said, both devices 
had settings/sync/cloud/[Both sides changed item] set to "Use local 
version" (which i'm not sure is even the setting I really want to use in 
the scenario of 2 mobile devices using cloud sync).
