Follow-up Comment #7, bug #16106 (project mypaint): Okay, enough guessing. Please copy http://download.gna.org/mypaint/debug/fix_0.8.2_exception_dialog/library.zip to C:\Program Files\MyPaint\ (overwrite the existing one). This will fix the exception dialog.
In the menu, color->brighter will throw a test exception to verify this. Additionally, things will get logged to .mypaint\python_prints.log.
