Follow-up Comment #1, bug #17005 (project mypaint):

0.9.0 is released now, so this bug is also in 0.9.0.

I do not have this problem with my intuos3, scrolling works fine with the
touch stripe. I have already a guess at the cause of this. Can you please
paste the stdout MyPaint gives after startup? It should print a line telling
you that it ignores the pad, like this:

Setting screen mode for "Wacom Intuos3 6x8 eraser"
Ignoring "Wacom Intuos3 6x8 cursor" (probably wacom mouse device)
Ignoring "Wacom Intuos3 6x8 pad" (probably wacom keypad device)
Setting screen mode for "Wacom Intuos3 6x8"
