In that case, yes, input dependency should transfer.
Effect is just an identifiable characteristic of a brush.It may involve more
than one setting, the overall effect appears as a single phenomenon.
Examples:
distance-based stroke tapering;
radius/aspect/angle randomization ('pipecleaner');
stroke slowing;
strong, weak, or nonexistent pressure dependency;
pressure/speed dependent smudging;
angle oscillation over distance;
spatteryness.
