Follow-up Comment #2, bug #17401 (project mypaint):

It doesn't bother me to have zoom and rotation reset on the same key, but if
there were a rotation-only option I would use it instead.

Use case: 

I prefer to rotate the canvas via mouse or stylus, which isn't in set steps,
because of the extra control it gives.  Unless you're already at a 22.5°
rotation, the step rotation will never return you to the original orientation,
so you have to use the reset option.

When I want to reset to the original orientation I have to reset both and
then zoom in or out to where I already was.  It doesn't bother me to do this,
but it does seem unintuitive to only be able to reset both.  When I was
reconfiguring buttons recently, I looked for a way to reset them separately
and was surprised it wasn't available.

Thought on clutter:
If there is a rotation-only option, users will likely expect other options
for mirror and zoom.  I think you're right that that would get messy unless
they're all kept in a sub-menu.  Perhaps keep the full reset in the view menu
and then other options in a sub-menu?
