Follow-up Comment #5, bug #17401 (project mypaint):
On one hand, snapping would be convenient; on the other, it would cause jerky
rotation during what is otherwise a smooth action. The only way I can imagine
snapping working well is if it's a separate bindable action that doesn't
interfere with the normal rotation.
For example, if shift+middle click is free rotation, alt+middle click could
snap at certain points (0°, 45°, 90°, etc.). Then you could freely rotate
and still easily reset the position. It could be added to the pen and mouse
mappings configuration instead of requiring new menu options.
I'm not sure if that would work for everyone, but I think it would cover the
same use case as a rotation-only reset for me.
