Details:
Split out from bug #17903 - it would be nice if the layout engine supported a
second sidebar on the left hand side. Tools should be draggable from one side
to the other, or able to be snapped free in the same movement, as now. Tab
should hide and show all populated sidebars.
How does this impact on very narrow screens?
