The alsactl version only shows the tools version. The bug which affects SB live cards spdif output is in the alsa module which will have come with the kernel. I am not familiar with redhat myself but I would presume the alsa modules are part of the prebuilt kernel package. If you cannot replace them with prebuilt 1.0.7 modules then you would have to recompile the kernel from source after patching it. Details of the required patch are here: https://bugtrack.alsa-project.org/alsa-bug/view.php?id=646 It's an edit to a single file so you don't actually need to upgrade your alsa drivers to 1.0.7 to fix this issue.
