I don't know about "no extra cost", but they are required to provide you with one. However, the actual FCC requirement only requires that they replace or upgrade your existing *high definition* set-top box. Many cable operators differentiate between "high-def" digital cable and "standard" digital cable. If your current plan/box is not labeled "high def" by them, then presumably you would need to upgrade your service to their high-def plan. If the only high-def box they have with firewire is the DVR, then you're stuck paying the extra $10/mo. Note that as of July 1, 2005, *all* HD STBs that they get *must* have firewire enabled (only applies to equipment acquired after that date).
