If her hair is a brillo pad, the only way to make it look "normal" again is to cut it short and start over. There are always wigs in the meantime. Honestly, I have never done hair, and this is a board for nail technicians, but, this only makes sense. If the hair has been bleached so many times it is a brillo pad, then no product in the world is going to keep it from breakage! Laugh and chalk it up to experience! Who hasn't had a hair disaster at some point in their lives!
