Well.. first off:
 
1.      If she wants a professional job, she needs to go to a prof essional!
Lol... you get what you pay for!  
2.      Now that she HAS fried her hair, there are some good products
available on the market that will help. but nothing will cure.  And, they
are professional products; you cannot get them at Dollar Tree.
3.      If she gets a reputable colorist to recommend to her some of these
products, and she uses them .. and she does not blow dry her hair, and she
does not wash her hair but once a week so that the natural oils can come
back through it from her scalp. that will help.  L'Oreal professional line
has an AWESOME shampoo/conditioner set for just such an occasion-over
stressed hair.  I cannot remember the name of it, but finding a salon that
retails it will then be the task.  JOICO Kpak is also very good.  
 
Now, depending on how long her hair is, she may need to cut a great deal of
length off. without looking at her hair, I cannot say.  But, the best thing
she can do IS go to a reputable colorist and seek help.

If her hair is a brillo pad, the only way to make it look "normal" again is
to cut it short and start over.
There are always wigs in the meantime.  Honestly, I have never done hair,
and this is a board for nail technicians, but, this only makes sense.  If
the hair has been bleached so many times it is a brillo pad,
then no product in the world is going to keep it from breakage!  Laugh and
chalk it up to experience!
Who hasn't had a hair disaster at some point in their lives!
