You can wipe with Alcohol, Acetone or even a combination of both if you wanted. Typically dullness is from bulbs that aren't high quality. There are some other reasons people will see dull finish, one being as you said about it going on too thin, most cases this isn't a problem, but make sure you are floating your brush over the top of your nail. If the brush bristles are flaring a lot, you are probably dragging too much product off the nail as you apply it. Next one trick I've noticed is that removing the tacky can sometimes be a pain simply because by the time you get to the 10th nail there is a lot of residue on your wipe. To solve this problem I just finish their service with a final step - cuticle oil! Apply it on their cuticles (I just dab a bit on, you want it pretty wet) then using your lap/terry cloth towel scrub the oil onto each nail quickly. They feel like they are getting a cuticle oil massage - when really you're removing any last bit of gel residue and it will almost squeak itself to a high shine. If at this point you still have a dull nail, but its smooth and you are sure you didn't streak it on, then its very likely your bulbs - I replace bulbs that are brand new all the time when they are a discount bulb that simply doesn't work right out of the box.
I don't use trilite for Top Gloss, I like TG or even Top Gloss Pink (which turns out stunning).
