Hi Michelle,
By now you probably have the answer to this but I'll respond anyway, just in
case.  You can wipe with either.  I generally use acetone on my final
dispersion layer but alcohol to remove the "sticky" before finish filing.
Your dull surface sounds more like your final application is not cured
fully.  Try applying the top gloss just like you would a top coat of polish
-- not too thin - then curing an extra minute (3 total) and make sure that
thumb is flat for a full cure also.  If that doesn't help, I would check the
bulbs in the lamp.
Hope you already have your problem cleared, but if not, hope this helps.  I
love the Akaentz top gloss.  Works the best in the industry, stays shiny the
longest too.
