Funny story I just in the last week or so threw out my old kit because I hadn't 
used it in a couple years. You can indeed use a good topcoat to create the 
decals.  The best are glossy prints, I used a lot of the adds from check 
companies and address labels because the pictures are almost the perfect size 
for nails  and there are  tons of cartoon characters, nasscar, floral , animals 
 you name it to choose from.  It takes a little practice to get the right 
thickness coated on the picture and be able to rub it off without tearing 
anything but they are fun.  There are enough of us that have used it in the 
past that I am sure you can get all the help you need to make them happen.

   That stuff was called Pro Trans.  You did not have to use special paper, you 
could photo copy people photographs and use those as well as magazine pages. I 
actually have an old bottle of it.  I would think you could use something like 
Tammy Taylor  A Coat or sinilar product.  Once dry, you wet the back and buff 
the paper off with a fine block.

  Awhile back, (a few years ago?) It was popular to make your own nail decals 
from magazine photos.  You would clear coat the pic you wanted to use (has to 
be magazine type paper!) using a super good topcoat, like Poshe.  Then after it 
dried, you could wet the back, rub the excess paper off gently and it would be 
(theoretically) thin enough to apply to the nail using more topcoat.  It s been 
years since I've tried it.  Not sure where you would buy water release decal 
paper.
