If you remove the dispersion layer, do a quick white block buff, dust and proceed with the color. The idea is if the base is applied too thick, there is too much dispersion layer. The color layer now sort of floats around there and pulls or shrinks back. The trick is to give the color little to no chance of doing that back float on top of the base!
