Angie, if you are getting pullback, you are applying the base too thick. You 
can 
try using 1/2 of what you are now and see if that makes a difference. You can 
dry wipe or even remove the dispersion layer completely before the color 
layers. 
If you remove the dispersion layer, do a quick white block buff, dust and 
proceed with the color.

The idea is if the base is applied too thick, there is too much dispersion 
layer. The color layer now sort of floats around there and pulls or shrinks 
back. The trick is to give the color little to no chance of doing that back 
float on top of the base!
