The ones I got were at Michael's in the section where the paper crafts were with the embossing powders and things like that. I've had mine for a couple of years though so Michael's may not have them any more. Are you using 99% alcohol? Anything less has some oil in it and that could be part of your problem. I found them in the section where the stamping and embossing supplies ate. They came in a package of 12 and there were 2 different sets, one metallic/pearl and the other matte. If I remember correctly they were about $22 each. I've used them to make colored acrylic, gel, as eyeshadow, in lipgloss, and as CND suggests.
