Matt,

GR-63 Section 4.7 Illumination (objective O-66) is one that can be forgiven.  A
product identified as "Non-compliant to reflectance objective (black surfaces
fail)" can still be accepted.  The other criteria involving safety and
operational reliability matter far more to the RBOCs.
