I give allot of credibility to Jon, he has certainly helped us along the way. My approach is one I have used here and was only a suggestion that came from an earlier interpretation of a certain RBOC checklist. From my limited experience, the best avenue is to work with RBOC that will be reviewing your information. I found that the only interpretation that matters in the end belongs to the reviewer! At Curtis-Straus, we routinely put together an assembly level flame database for every complete GR-63 report we produce. The Verizon checklist says that you need to provide it if they ask for it.
