Maybe a torch?
I was using one to break SS bolts out of aluminum Saturday. Worked
good.
Just be real careful around the gasoline.

Subject: frozen bolts on outboard motor
When I went to remove my outboard this year I discovered the hold
down bolts are frozen. The boat spent the year on a mooring and the
salt water did a job. I have sprayed them with penetrating oil
several times but they remain stubborn. I have already managed to
break one of the handles. any ideas? anyone.
