OK, I tried moving the seven around on the board with no success, but I noticed that when I unplugged the seven on the active tube, the seven on the inactive tube stayed unlit. So it looks like the first tube (the active one) might be storing energy capacitively on the 7 digit, but that still doesn't explain why the other seven lights up when the anode is completely off. Strange...
