Since only the 7 digit is messed up, perhaps it's the prototyping board that's doing it. After all, it is a substantial part of the circuit as implemented. I just say this because a stray drop of dried soda on one of the proto board holes would conduct enough electricity to cause your problem.
Try swapping the seven cathode with another nearby cathode at the controller board and at each nixie tube, to see if there's some leakage in the proto board that's making that seven light up. If it's the board, then the symptom should move to another cathode when you swap their pins.
