I can never seem to get the decimal points in my IN-14s to light up all the way at the same time as a digit is turned on. They work fine if they are the only thing turned on, but if I turn on another digit they dim way down. I have a 12.2k resistor on the anode and a 100k resistor on each decimal place.
Try reducing the DP resistor value until it works well. 100K sounds rather high.
I'm not sure why you would need any resistor, but I've never fiddled with Nixie decimal points before.
